No. Valheim is not one of the games open for sign-ups, so the Add Server form refuses it. You will not get further than this page before finding that out, which is the point of saying it here.
Player lookup, the cross-server reputation graph, and the public network ban-list — all keyed on the Steam account rather than on the game. If someone has torn through another community and been flagged for it, that history is on their account before they ever reach your world.
The reputation half is, and it is free. A ten-slot server run by friends has the same problem a large one does — you cannot tell a new joiner apart from someone another community already removed — and a lookup is the cheapest way to answer that. The paid tiers are about running many servers and automating the response, which is a different problem from the one most Valheim worlds have.
We are not publishing a feature list for a game we have not connected yet. Every supported game gets the same shape — live console, roster, ban and kick enforcement, chat, and cross-server reputation wired through it — and what the server exposes decides the rest. Vanilla Valheim exposes less than most, which is exactly the part we have not finished working through.
